FHIL uses a structured process to make sense of the portfolio as a whole. The Review turns experience into insight and shared learning. You receive a source-traceable basis to expand, continue with conditions, redesign, consolidate, test further, reallocate, or stop.

The portfolio must have an accountable sponsor, a real strategic or capital decision, and enough access to compare funded propositions with documented delivery responsibly.

  • A funder, public agency, health system, foundation, or INGO is responsible for several funded health-innovation initiatives.
  • A renewal, expansion, consolidation, reallocation, or next-funding decision is approaching.
  • Reports and dashboards exist, but the decision owner cannot yet see which funded claims still hold or what the portfolio is learning collectively.
  • The sponsor is willing to surface divergence, incomplete evidence, duplication, stalled delivery, and a recommendation other than continued funding.
  • FHIL can access the original proposition, available evidence, delivery record, accountable owners, and relevant operating context.

The review period, portfolio boundary, field access, and delivery schedule are confirmed after readiness. FHIL does not publish a standard duration until the scope can be bounded responsibly.

    Frame the next direction

    Name the accountable decision owner, portfolio boundary, review period, evidence threshold, material constraints, and the strategic or capital choices genuinely available.

  2. 02

    Reconstruct the funded promise

    Recover the original proposition, intended beneficiaries, theory of change, milestones, evidence claims, operating assumptions, and conditions attached to each initiative.

  3. 03

    Verify documented delivery

    Compare the promise with available records, observed operating conditions, responsible-owner accounts, user or frontline evidence where authorized, and the limits of what can be established.

    Read across the portfolio

    Identify common constraints, duplicated effort, missing capability, conflicting claims, transferable learning, and portfolio-level risks that individual project reports cannot show.

The recommendation can say

The next commitment is a choice—not an automatic renewal.

Each initiative receives the recommendation its record supports. The integrated portfolio recommendation may combine several actions.

  1. Expand

    The evidence and delivery record support a larger or broader next commitment, subject to any named conditions.

  2. Continue with conditions

    Further support is justified only if specific evidence, governance, operating, or delivery requirements are met.

  3. Redesign

    The underlying need remains important, but a material part of the model or funding proposition should change.

  4. Consolidate

    Overlapping initiatives or capabilities should be combined, coordinated, or governed through a shared operating structure.

  5. Test further

    A bounded additional test could resolve uncertainty that prevents a responsible allocation decision.

  6. Reallocate

    The capital, attention, or capability is better directed to another initiative, gap, or portfolio requirement.

  7. Stop

    The available record does not justify continued funding of the reviewed proposition or operating form.

What this adds

Reporting records each project. The Review explains what the body of work means for what comes next.

The Review can use monitoring, evaluation, financial, governance, implementation, user, and operational evidence. It does not replace the functions that produced them.

Monitoring and evaluation
Tracks agreed indicators, activities, outputs, outcomes, and learning according to its defined method.
Portfolio verification
Reconstructs the funded propositions, compares them with the available record and operating reality, then states what next direction the evidence supports.
Clear boundary
This is not a financial audit, statutory assurance, certification, regulatory review, or formal impact evaluation unless separately authorized and performed by the appropriate qualified authority.

Method lineage

Portfolio judgment grounded in institutional innovation work.

Before founding FHIL, Victor Ladele led mental-health innovation portfolio work at UNICEF, where funding, evidence, evaluation, governance, implementation capacity, and adoption had to be read together.

An independently reviewed chatbot case from that period recommended delaying wider scale when child-protection and service-capacity requirements were not ready. The present offer productizes that discipline: keep the evidence boundary visible and allow the record to change the next commitment.

This establishes method lineage, not a completed FHIL Portfolio Verification Review or a claim of sole responsibility for UNICEF portfolio outcomes.

Before work begins, FHIL and the sponsor agree on the portfolio boundary, next allocation decision, evidence threshold, access, permissions, confidentiality, and the initiatives that can be examined responsibly.

A named sponsor owns the next allocation decision and permits recommendations other than continued funding.

Original proposals, agreements, milestones, reports, data, evaluations, governance records, and material changes are available within the agreed scope.

FHIL can speak with accountable owners and, where material and authorized, examine users, workflows, partners, or operating conditions.

The sponsor permits uncertainty, conflicting accounts, incomplete delivery, unsupported claims, and dissent to remain visible in the final record.
